Describe the enhancement and the motivation for it.
When submitting/discarding a review request, it would be nice to show the user who initiated the action in addition to changing the status from pending -> submitted/discarded.

Note that the close email (if they're turned on) also comes from the author of the review request, not the person who closed it.

Generalizing this. There are currently many issues that pop up when an admin makes a change to another users review request (all changes are attributed to the author), plus it would be really nice to allow non-superusers to collaborate together on a single review request.
