2306: No tracking for who closes/submitted reviews

1. Close/submitted any review

What is the expected output? What do you see instead?
Somewhere should be a history of who closed the review for submitted status, as well as when that was. Currently anybody can close it, which can be a problem if there is no tracking for who closed the review and why. At the very least just the name of the user, so that we can ask them why later if needed.

I'm counting this as a defect because it should have been something there from the beginning, not a feature to be added later. Why would there be a record of everything done on a review, except for the very last step?

Only admins can close it, which is a special exception. So unless an admin closes it, only the owner of the review request can. Hence the lack of tracking. So this was intentional.

We are adding some multi-user collaboration stuff to 1.7 though. It will solve your needs.
