Different companies have different ways they want to calculate approval for a review. For example, requiring certain people to review a chance, or a certain number or percentage of people. Also, there's a need for permissions on per-repository, per-path, and per-group. We need to come up with methods for policy in Review Board. A number of bug reports depend on this, so this will be used as a tracker bug that those can depend on.
