Describe the enhancement and the motivation for it.

Ability to define a workflow for e-mails vs members of a Review Group to
reduce spamming in a structured organization.
1. When a New Review Request is created the e-mail should reach one or two
Team/Group Leader (to be defined in the Review Group).
2. The Leader will identify one or more People for the review and the
e-mail should reach only those guys
3. Other members of the Review Group not involved in the specified Review
Request should not be spammed by e-mail

I don't like the idea of adding complicated UI for this. If you feel like there's too
much email, I'd suggest working on filtering rules, or set dummy email addresses for
groups and make it so only the people listed directly on the review get the email.
