966: Under General Settings, updating "Server" field not saved despite "successful" message

Turns out this is not limited to just server field in General Settings. On a new install of 3-13-09 nightly, setting Authentication to Custom and then listing the Custom Backends is also not getting saved. Workaround (i presume) is to alter the ReviewBoard Database directly.
The workaround is to restart the server. In some installs, we're seeing the data not being synced correctly between all server threads. Hoping to figure this out for beta 2.
