858: Mail server settings not saved to database

What steps will reproduce the problem?
1. Set the email server in the admin settings
2. Submit or review a request...do something that causes an email to be sent
3. Email is not sent

What is the expected output? What do you see instead?
Expect the email to be sent

What operating system are you using? What browser?
Tried on Linux and Windows using Firefox 3 and IE7

Please provide any additional information below.
I looked in the MySQL database before and after hitting "save" for the
email settings.  The setting was never changed in the database.

Strange...I just tried again and the setting was saved.  However, email is still not
sent.

There's a bug that has to do with multiple Python instances (in fastcgi forked or
mod_python). If you restart the server after saving settings, it should work.
