5072: When you proceed to publish a review or reply for a review request, you become apart of "review_participants". In this case the "Mute" button doesn't work when the owner updates, if anyone replies, or from a batch publish email. Many at our company have expressed frustrations with "Mute" not working

Describe the enhancement and the motivation for it.


Many people at our company have reported this to us as a bug and have expressed frusturations with the mute button not working. After looking through the code, it seems 

this approach was intentional but people want to be able to mute all updates from specific review requests after they update them.
