Using latest version ReviewBoard (2.5.16).

When iam tring to create a site using rbsite install it is producing the following error as
Unable to create the /var/www/reviews.example.com directory. Make
sure you're running as an administrator and that the directory
does not contain any files.
In that casne, can you double check that /var/www/reviews.example.com does not exist? It will be created by rb-site, so if something is already there, it would break.
previously i created,but i removed that folder now.Even iam trying with another site also that is givinging me same same problem
First i tried with rb-site install /var/www/reviews.example.com,Then it asked some questions,I answered them.but Iam not able to understand how to launch the site. Then i again gave the same command then it produced error as "run as an adminstrator".For that i removed that directory,again i tried but it gave me same error.whare iam going wrong? please help me.
