What steps will reproduce the problem?

Click on a line number to create a comment, and click "cancel" without writing anything.
When the box for "Comment Deleted" is about to disappear, click on the grey box with "0" in it.
A Comment Dialog is opened!


What is the expected output? What do you see instead?
Expected output: The grey box should not be clickable.

What I saw: I can click the grey box, and save some comment.
What operating system are you using? What browser?
Windows10, Chrome.
