4386: Other users can not add files or update diff in a review that isn't theirs

What steps will reproduce the problem?


    

  1. User "A" publishes a review
    2. 

  2. User "B" attempts to Update -> Upload Diff, page refreshes and nothing happens
    3. 

  3. User "B" attempts to Update -> Add File, page refreshes and nothing happens.
    4. 





What is the expected output? What do you see instead?


I could swear we used to be able to upload images and diffs in the 1.7 version. My users are very frustrated with this problem. Anyone should be able to add files to the reviews, regardless that it's their own or not.




What operating system are you using? What browser?


Ubuntu 14.04, Chrome Version 49.0.2623.110 (64-bit)
