4000: 'rbt close' to figure out the request-id similarly to how 'rbt post -u' figures it out

Describe the enhancement and the motivation for it.

This is a usability improvement and, possibly, a UI consistency issue. rbt post -u is capable of inferring the request-id number, asking you to confirm it and posting an update to the request. I'd love it if rbt close was capable of doing the same thing - inferring the request-id number, so I could avoid doing rbt status first and then copy-pasting it to the rbt close line. Thanks.
