3980: Creating an issue on a file attachment sometimes increases issue count by 2

What steps will reproduce the problem?


    

  1. Open an issue.
    2. 

  2. Publish the issue.
    3. 





What is the expected output? What do you see instead?


The expected output is that the issue_count should increase by one. However, sometimes it increases by two. (This is difficult to reproduce).


What operating system are you using? What browser?


OSX. Chrome.


Please provide any additional information below.


I am also intermittently getting "You do not have permission to perform this action" (all the while the publish still occurs) but this error did not occur when the issue count increased twice.

I should also mention that when this occurred, the same file seemed to be uploaded twice as an attachment
