What steps will reproduce the problem?
1. Go to diff view
2. Find an existing comment number and click on it
3. A popup appears with "Other reviews" and "Your comment"
4. Enter your comment (which is in context to the other reviews and refers to them)
5. Press save
6. A new review is created, but I expected it to be added as a comment to the existing review conversation (as if I had clicked "Add comment" below a conversation on the "Review view" page)
What is the expected output? What do you see instead?
I expected it to be added as a reply to the existing review conversation (as if I had clicked "Add comment" on the "Review view" page)
This is a user experience bug.
What operating system are you using? What browser?
Windows 7, Chrome.

This is the same as "Issue 180", which was reported as fixed 7 years ago but actually doesn't seem to be fixed.
