3849: Difference engine should not show formatting changes as differences

Or at least have the option to ignore formatting changes.

Difference engines ignoring whitespace differences is just the least of the requirements.  The same line wrapping differently is not a difference.  I don't need to elaborate.  The same code is the same code, no matter the formatting or presentation.

We made a lot of progress on this for 2.0.x, with better display of whitespace changes, but I agree that it would be nice to operate on more of a AST level. This is a very, very difficult thing, though, and it's unlikely to happen anytime soon.

And some companies have formatting code style standards, so not everything in this feature request is not universally true.
