3779: superuser cannot see draft reviews via API

0.7.1 & 2.0.13

What's the URL of the page containing the problem?
review_requests

What steps will reproduce the problem?
1. Create draft review (not public) for user X
2. rbt api-get --server <> --username <automation super-user> review-requests --from-user=X --repository=10 --status='pending'

What is the expected output? What do you see instead?
I would expect the draft to be shown.  Instead only the published reviews are visible.
