3720: Diff split across many pages when greater than 100 files included

Describe the enhancement and the motivation for it.
When our diffs contains greater than 100 files, the first 100 files are displayed on the final page of the diff, which is good, but the remaining files are displayed with 1 file per page. In an example, pages 1 to 71 all contain 1 file, and page 72 contains 100 files. This makes it very hard to read and to find specific changes.
It would be more useful to continue appending the files to a second page (up to the 100 page limit), so the first page contains 71 files and the second contains 100 files.

It sounds like the "paginate orphans" setting on the diff viewer settings page in the admin is set incorrectly.
