What's the URL of the page containing the problem?

What steps will reproduce the problem?
1. open the register page
2. hit "register" with empty fields.
or
1. open register page
2. log in in a new tab of same RB instance
3. hit register button in register page
this apparently causes registration mails to be send out to the admins altough no registration was actually done.
What is the expected output? What do you see instead?
no mails should be send.
What operating system are you using? What browser?
