Describe the enhancement and the motivation for it.
It would be nice if when modifying a review in an automated fashion, there was more control over whether e-mail notifications get sent out. For example, our automated build system has a text box on the review it modifies to indicate testing starts, testing finishes, etc. So when a user submits, they get a bunch of e-mails:
Review opened
Testing started
Testing finished.
Ideally it would be customizable so that an e-mail would only be notified to the originator when the tests fail & to all the reviewers when the tests pass. That way we would only get 1 e-mail per review.
