2862: ability for author to convert comment to issue

Describe the enhancement and the motivation for it.
Sometimes reviewers will leave comments without creating issues, but on reviewing such comments, the request author decides that it should be an issue. It would be helpful if there was an option for the request author to convert a comment into an issue.
