2026: Add Change descriptions to the Web API

Describe the enhancement and the motivation for it.

Change descriptions are currently not available through the Web API. This is inconvenient since it means that clients using the API can not present the complete information regarding e.g. a newly uploaded diff.

Please add the possibility of retrieving change descriptions to the Web API.
