1995: Bug detection pattern should ignore a leading '#'

Describe the enhancement and the motivation for it.

It is common to describe bug references using the format 'bug #123' . Reviewboard interprets the leading '#' as part of the bug number, and appeds it to the URL. Instead, it should strip the leading '#'.
