What steps will reproduce the problem?
1. Enable the "Diff Updated" column (either relative or absolute time)
2. Submit a batch of review comments on an open review request.
What is the expected output? What do you see instead?
In this case, I would expect "Last Updated" to change, but "Diff Updated"
to remain unchanged, but both change to have the same value. I would
expect "Diff Updated" to mean that a new diff has been uploaded, presumably
to fix things that were identified in previous diffs. If this isn't a bug,
then the documentation should be updated to better explain what these
columns mean, and perhaps a new column added that has the behavior I described.
