1122: Review Board seems to allow comments on diffs when not logged in

What version are you running?

What's the URL of the page containing the problem?

What steps will reproduce the problem?
1. Start reviewing without loggin in.
2. Press Sumbit
3. The comments are lost. No error message. Some times i was prompted for
login through a popup, and even after logging in, i lose the comments. No
way to get them back.

What is the expected output? What do you see instead?
I should see my review submitted after i login.

What operating system are you using? What browser?
Ubuntu. Firefox

Pushing out to 1.6. Might pull it back to 1.5.x if we decide to pursue this, but it's
a bit of work that I don't want to do for this release, and should be infrequent enough.
