When a new user self-registers on ReviewBoard, there are a couple of manual
steps that an administrator needs to perform to allow the new user to be
able to post their first review request from the command-line tool.
It would be convenient if the application had the ability to notify members
of a certain authorization group or all administrators that a new user has
registered.
This would save time having the user wait for the administrators to check
manually intermittently for new users to authorize.
