1021: RFE: ability to modify "change number"

A typical workflow for RB is:
1. Make changes
2. Create a request
3. Request is reviewed
4. Changes are submitted

At (2), there is not necessarily a change number associated with the
request, so that field is left blank. However, when closing the request as
submitted, it would be nice to have the change number of the commit
associated with the request. Unfortunately, the field is read-only.

I would like to be able to change this field to add the commit number when
closing a request.

To be clear, that change number is meant for Perforce, and in that case is (or should
be) used. However, we do want to allow people to indicate which revision represents
the change when committed. Pretty sure there's a bug on this...
