995: Make the groups field have a combobox

When creating a new review request the user is faced by a groups field
that he has to manually enter, that's not user friendly, because he has to
remember if the group name is kdegames, KDE games, kde-games or some other
variantion, so having a combobox he can select would be a good idea.

Auto-complete should work alright in those cases ("kde" should show all the
possibilities). We can consider some improvements here post-1.0.

Yes a combo box is needed. Auto-complete requires  you to remember what the group 
started with.  IMO, it should be a combo with checkmarks, with the checkmarks being 
pre-populated according to rules (ex: all requests invite "Default", files 
containing "DB" in the path invite the DBA group).
And another one for individual users.

I've been considering, and I don't think that there's much we can do to improve this
UI. A combo-box doesn't scale (at VMware we have > 100 groups) and what we have with
the improved auto-complete is pretty nice.
