989: api access to a user's review activity

Describe the enhancement and the motivation for it.

it would be nice to present an interface that could take a username and a
date range and then return all reviewboard activity from that user (how
many reviews submitted, how many reviews reviewed, etc).

This sounds like it's asking for reporting, instead of API. We've got some basic
reporting, and there are other bugs open with some better information about how to
improve it. I'm going to close this particular bug out in favor of those.
