97: Groups shouldn't need an email address

Instead of having to set up a mailing list for every group, it would be
nice if it simply formed the mails To: headers using the mailing addresses
of the users who have signed up for the group.

Sorry about the duplicates. I kept getting Google Server errors. Please delete issues
98 and 99.

Also, I intended this to be an enhancement, but I can't find out how to change it.
