946: Indication for bugs in a change

In the comment dialog, we could have a check box that indicates that this
part of the change is actually going to cause a bug as opposed to a
cosmetic or code style change.

This will help people observe how useful reviews have really been in
catching problems that might have escaped. It also indirectly shows how
good/bad certain reviewers are at catching errors in the code.

Should have 2 configurable fields for the comment dialog.
1. severity of bug.
2. Type of bug.
In addition there should be a configurable fixed field that will be marked when the
bug is fixed. The fixed field would be marked by the author and confirmed by the
author of comment.

I just noticed this. My enhancement request is similar to this.

http://code.google.com/p/reviewboard/issues/detail?id=1277

I think this feature would be VERY useful and is surprisingly easy to develop. (More
bang for the buck.)

I'm actually going to mark this one as a dupe of 1277, since that request is a lot
more comprehensive
