911: Option to select a block of lines for inline comment

Describe the enhancement and the motivation for it.

It would be nice to select a block of text and comment on it.
If two or more lines have to be deleted then it would be easy to select
those lines and give a comment on the block instead of commenting on each line.

You can do this already. Drag mouse over line numbers.

OK. The block is visible in "View Reviews" but is not visible in "View Diff"

Yeah, the usability of the blocks in the diff viewer once the comment is already made
isn't the greatest, but the diff viewer isn't meant for reading comments, just making
new ones.
