90: Very large diffs with un-collapsed changes causes a timeout

We might be able to solve this with more aggressive caching in the
diffviewer.  The apache fastcgi server times out after 30 seconds, so
sometimes James was getting the napping page (which we really just want
when the fastcgi handler is down as we update).

This is probably a lot less of a problem now that we more aggressively cache segments.
