849: reviewboard web site should set DEBUG=False?

What's the URL of the page containing the problem?
http://www.review-board.org/r/

This URL gives the Django "Page not found" page, with the list of urls,
instead of a standard 404 page. Not sure this is what you want on a
production site.

Not too worried about that to be honest, but I may as well turn off DEBUG.
