1. Install 1.0alpha2
2. Configure it for PostgreSQL
3. Try to use reviewboard

What is the expected output? What do you see instead?

This was happening before.  It was fixed.  It is happening again.

Ah.  This is a duplicate of Issue 749.  The problem is that the config generated by
rb-site uses postgresql instead of postgresql_psycopg2.
