3. there is no step 3

What is the expected output? What do you see instead?
I expected to se a website so I can take a look at the project.

Safari, OmniWeb, Firefox, curl

Well, this is the state of the website for quite a long time now - I tried to reach it for multiple 
months now and still can't.

So, whats up? Is the project dead?

Same here: the website doesn't seem to work for a couple of days already...

The website certainly hasn't been down for a couple of months. Hundreds of people use
it daily. It was down yesterday and today due to some server problems, but that's
been taken care of. The project is very active with development happening on almost a
daily basis by David and I and many other contributors.

If you're still unable to access the site, it's possibly some strange routing issue
between your network and the server hosting Review Board. See if review-board.org
points to 208.78.244.88 and attempt a traceroute.
