801: Multiple comment threads on the same line aren't displayed in the diff

What steps will reproduce the problem?
1. In a diff, comment on a line, then publish.
2. Go back to the diff, click the comment you just published, and add another comment using 
the "your comment" box (as opposed to replying to the existing comment.)
3. Publish.

What is the expected output? What do you see instead?
The second comment "thread" is not shown in the diff.  Only the first comment plus replies 
to that comment.  There should be a way to see all comment threads for a specific line.

We just updated yesterday, so this is after the UI rewrite.

I know this is a bit old now, but it confuses me. You should only be able to specify
one comment per review, never a second.

I don't think this repro case works anymore. Please let us know if it does.
