The steps to reproduce the problem:
1. Click "View Diff" and add some comments on a review request
2. Click "Edit Review"
3. Click "Publish Review" ("Ship It" is not ticked)
The expected result is the comments are published without showing "Ship
It". The actual result is the comments are published with "Ship It".
I'm using Windows XP and Firefox 3.0.5.
There is also another way to reproduce this:
1. Click "Review" and add some comments on a review request
2. Click "Publish Review" ("Ship It" is not ticked)
But the "Ship It" won't be mistakenly added if
1. Click "View Diff" and add some comments on a review request
2. Click "Publish"
