766: Submitter should be omitted from the assigned group

We have a group "All_dev" that has all developers in it.  We assign all 
reviews to that group.  That means the submitter has the review in both  
his inbox and outbox.  It should only show in his outbox.

This would seriously complicate the database queries (our dashboard is a pretty
database-heavy page to begin with), and I don't think it's really critical; people
are pretty good about filtering out their own stuff mentally.
