759: can update diff on submitted reviews

What steps will reproduce the problem?
1. mark a review request as submitted
2. update the attached diff

What is the expected output? What do you see instead?
Expected: should not be able to update the diff once submitted
Actual: a new draft is created with the uploaded diff.  There is no way to
submit or discard the draft.

What operating system are you using? What browser?
WinXP sp2, Firefox 3.0.4

Thinking about this more, I don't think this is a problem. Sometimes people want to
update the diff with the copy that they commit, and sometimes people want to update a
diff and reopen the review.
