758: discard doesn't fully discard reviews requests

What steps will reproduce the problem?
1. Start creating a review request for a perforce change
2. upload a diff, type a description, etc
3. Click on "discard review request"
4. Create a new review request for the same change number.

What is the expected output? What do you see instead?
Expected: a blank review request
Actual: a the same review request that was discarded (including diffs, etc)

What operating system are you using? What browser?
WinXP sp2, Firefox 3.0.4

This is the expected behavior. If you want to well and truly delete a review request,
you can do it with an administrative account.
