73: Upload diff as a draft

Generally when I upload diffs I would like to see them first in reviewboard before spamming everyone with an autoemail saying that the diff has been changed. For example, I like the way reviewboard highlights redundant whitespace, and being able to visualize this before publishing the diff would be a great boon. Could this be a setting of some sort?

It would also be nice have an edit box on the upload page so that we can enter a comment that will be the body of the "Diff updated" email. Of course, having a draft diff page would be a good location to edit the comment too.
In addition, it would be good to combine a "Diff updated" e-mail with the e-mail that sends out responses to previous review requests.
