691: Adding a user for the subsequent review request is unintutive

What's the URL of the page containing the problem?
Any review request

What steps will reproduce the problem?
1. Send a review request to few reviewers
2. call post-review again for the same change list
3. try to add a new user, once the user name appears you need to hit 
enter, there is no button to save the user name

What is the expected output? What do you see instead?
