689: review request emails don't contain change info

What steps will reproduce the problem?
1. Create a review request and publish it.
2. Make a change in the review request (modify "branch" field), and publish.

What is the expected output? What do you see instead?
Expected: receive an email describing the change
Actual: receive an email containing a "changes" section

I'm using the latest SVN revision (1537)
