688: Don't see comment button in review page

I submitted a review request to our local (test) reviewboard instance:

    http://our.internal.server:8000/r/4/

One of my colleagues commented with a "ship it".  I then added a
comment to his comment.  Later on I wanted to add another comment but
there is no longer a comment link on the review request page.
