670: Add ability to have "required" and "optional" reviewers

Describe the enhancement and the motivation for it.
This would allow multiple reviewers of your code, but puts pressure on 
those people who would be considered "required" to actually get it done.

I think adding special UI for this isn't worth the extra complexity. People can (and
do) list this sort of info in their review request description.
