632: Save comment and save review draft behave differently

On the main review comments pop-up window, pressing the "Save Draft" button
closes the window, while on the comments window for a line comment,
pressing the "Save Comment" button leaves the window open.  Although a very
minor problem, I believe the behaviour should be the same.
