611: Bring back inter-patch-version-diffs to drafts

It used to be that when looking at a draft of a new version of a patch, you
could diff it against older versions of the patch. Now that option isn't
available until it's posted.

It's there, it's just we count the number of versions wrong with a draft so it
doesn't show up for the first one.  Should be a really easy fix.
