602: Show the 'basedir' on the review request page

Describe the enhancement and the motivation for it.

Please show the 'basedir' on the review request page, maybe below the
repository.
Some might find that a helpful information to have on the front page.
(Obviously you will find out the base path once you view the diff)

Could be useful, I suppose, for those SCMs that support this. Not sure it's something
most people would care about, though.

I don't really think it's a useful piece of information. All it tells you is what
directory someone was in when they ran `svn diff` (or equivalent). This will usually
be "trunk" (or project-specific equivalent).

I think it's much better to just coach people into writing useful review
summaries/descriptions.
