593: Reviewing inter-diff revisions can result in a 404

This seems to happen if the new review has many more lines of code than the
older review, and you want to review on the new code in the new review,
that doesn't have a corresponding line in the old code in the inter-diff.

I am unable to Save the comment in this case. Save comment does nothing.

This defect happens for newly added files, and not for files that have more lines of
code. This changes my original description.

I believe this is fixed. Can you see if it still happens in the new UI (once you guys
update next)?
