591: Please Add Group *SchemaChanges

Every time we change the schema, we have to send it to the group
SchemaChanges.  There is no such group now.  What we've been doing is
patiently add names from this mail alias.  This is a big group.

I can't tell if you're talking about something for Review Board or VMware. If this is
an internal VMware thing, please read the wiki page on getting groups added and we'll
take care of it.
