590: Contains undistributable pre-rebase hook in tests

The source tree contains an undistributable file,
"scmtools/testdata/git_repo/hooks/pre-rebase". This is undistributable
because it simply contains the line "(c) 2006 Junio C Hamano" without any
license.

I'm fairly certain that replacing this file's contents with
"#!/bin/sh\nexit 0" will cause no problems.

I went ahead and just nuked the files. Should be fixed in r1457.
